Lake City covers just 1.9 square miles, all of it land. The Georgia General Assembly incorporated it in 1951, and it is named for a lake that once sat at the town site and has since been filled in. Morrow borders it to the south, Forest Park wraps around its west and north sides, and the former Fort Gillem lies directly north inside Forest Park. If you are about to repair a damaged home here, note that the city changed how most construction permits are handled in June 2025.
As of June 1, 2025, the city directs questions about building, electrical, HVAC, plumbing and land disturbance permits to SAFEbuilt, Inc. at (678) 216-0641. Lake City Hall is still at 5455 Jonesboro Road, (404) 366-8080.
The city's permit FAQ says most construction work needs a permit, except painting, papering, tiling, carpeting, cabinets, countertops and similar interior finish work. For re-roofing, window or siding replacement and accessory buildings such as sheds, the FAQ's answer is to check with City Hall. Ask before a storm-damaged roof or wall is replaced.
Plans are generally required when the total estimated cost of a project exceeds $1,000, and the city doubles permit fees when permitted work proceeds before the permit is obtained. Clearing a fallen tree can involve the city's separate tree removal permit application.
Lake City's permit FAQ ties inspection fees to project cost. A residential job of $1,000 or less carries no fee unless an inspection is needed, then $25 per inspection; from $1,000 to $50,000 it is $25 for the first $1,000 plus $5 for each added thousand. The plan review fee is half the inspection fee and must be paid before the application is processed.
SAFEbuilt's inspection line, (770) 914-2377, is a voicemail system, and the FAQ states that an inspection is never done on the day it is called in. The SAFEbuilt office number is for coordinating plan reviews only. Fire Marshal inspections and plan reviews are scheduled at (770) 473-7833. A certificate of completion is issued only after fees are paid and final inspections are on file at City Hall.
The city's 2024 stormwater management program counts 157 catch basins, one detention pond, about 3.1 miles of storm pipe and 2.8 miles of ditches inside Lake City. Its outfalls drain toward two river basins, the Flint and the Upper Ocmulgee.
Lake City's flood damage prevention ordinance is Chapter 16, Article VIII of the city code, adopted November 8, 2021 as Ordinance 2021-03. FEMA's flood hazard layer shows the town on Clayton County panels 13063C0076F through 0079F, effective June 7, 2017.
The Storm Events Database notes Lake City Police reporting a tree blown down in June 2006 and the county 911 center reporting power lines down along Pinedale Drive in August 2014.
Lake City enforces the current International Codes, or whatever codes Georgia adopts as its state minimum under O.C.G.A. 8-2-20, and it has adopted some Clayton County ordinances as well. Building, tree removal and land disturbance permits can be pulled by the owner, the contractor or a lessee with the owner's approval, but trade permits must be pulled by a state-licensed contractor.
CCWA serves Lake City from its main office at 1600 Battlecreek Road in Morrow, (770) 961-2130, with an after-hours line at 770-997-5189. The city's FAQ adds that work connecting to a water or sewer main may need permission or permits from both the Authority and Lake City.
When a storm or fire leaves a structure beyond repair, Lake City charges $50 to demolish up to 100,000 cubic feet and 50 cents per 1,000 cubic feet above that. Moving a house or other building to another lot costs $100 for the part of the move inside city limits.
Part of Clayton State University lies inside Lake City, MARTA serves the city, and the 2020 Census counted 1,111 housing units, 15.2% of them vacant.
Census survey estimates count about 1,098 housing units in Lake City with a median year built of 1971. About 30% date from the 1970s, 27% from the 1960s and 15% from the 1950s, and roughly three-quarters are detached single-family homes. A leak repair in a house this age can reach original supply lines, panels or subfloor.
The city's FAQ notes that water and sewer service in Lake City is provided by the Clayton County Water Authority. Questions about the water service itself go to CCWA, which lists 770-960-5200 as its main number.
On August 7, 2023, the National Weather Service storm record logged multiple trees down in the north Forest Park area, two of them on houses, in a report placed at Lake City. After any storm that brings down limbs nearby, check the roof, gutters and attic.
American Community Survey figures for 2020–2024 show about 50% of Lake City's occupied homes heating with utility gas, 45% with electricity and roughly 4% with propane or other bottled gas. The median owner-occupied home is valued at about $192,500, and owners and renters are close to evenly split, about 536 owner households to 476 renters.

The city's permit FAQ does not give a flat yes or no: for re-roofing and window or siding replacement it says to check with City Hall. Ask before the work starts, because fees are doubled when permitted work proceeds first.
