Forest Park began as a wood-and-water stop on the Macon and Western Railroad, the third stop out of Atlanta, and in the 1800s it was called Stump Town for the stumps left after trees were cut to fuel passing trains. It was incorporated in 1908, sits about nine miles south of Atlanta, and in 1973 annexed the 1,465 acres of Fort Gillem. It had 19,932 residents at the 2020 Census, and most of its houses are well over half a century old.
Census survey estimates put Forest Park's median year built at 1965. Of about 7,290 housing units, 30% were built in the 1960s and 26% in the 1950s. Fewer than two-thirds are detached houses, about 1,330 units sit in buildings of five to nine apartments, and owners occupy about 40% of occupied homes, so many repairs here involve both a landlord and a tenant.
Planning & Community Development, 785 Forest Parkway, (404) 366-4720, handles permits and applications. Its list includes a Building Permit, Plan Review, Fire Marshal's Plan Review, Demolition, Electrical, Fence, HVAC/Mechanical, Plumbing and Tree Removal permits. Applications go through an online portal, and every user has to create an account first.
Forest Park publishes a Board Up Permit among its applications, along with a Homeowner Affidavit. After a fire or a break-in, securing doors and windows is often the first job, so check the permit requirement before the plywood goes up.
Forest Park is in the Clayton County Water Authority's stormwater service area. CCWA's 2026 stormwater report says it maintains stormwater pipes within or directly connected to the road right-of-way, and that other overflows are the responsibility of the property owner or another jurisdiction.
Forest Park's 2024 stormwater program inventories 604 catch basins, about 21.5 miles of storm pipe and 9.8 miles of ditches. Its one flood-control structure was assessed for retrofit as part of the West Jesters Creek Watershed Plan. The city's flood damage prevention rules sit in Title 8, Chapter 6 of its code, adopted December 7, 2020, and FEMA's panel 13063C0076F, effective June 7, 2017, covers the middle of the city. In 2020–2024 survey data, heat in Forest Park homes splits almost evenly between electricity (49%) and utility gas (48%), and the median home has 5.1 rooms.

Under the city's residential rental program (Article S, Ordinance 22-02), owners of rental dwellings must self-inspect their units each year, and any addition built without a permit has to be brought up to current code. About 60% of Forest Park's occupied homes are rented, by the 2020–2024 survey, and the median owner-occupied value is about $143,400.
Forest Park's Code Compliance Department, reached through the city at (404) 366-4720, enforces the zoning, health and housing codes. When a violation is reported, it opens a complaint and works toward a fix through education, inspection and notices, and continued violations lead to progressive enforcement.
