Lovejoy grew from a train stop named for local planter James Lankford Lovejoy and was the site of the Battle of Lovejoy's Station in 1864. The city sits at the southern edge of Clayton County, bordered by Henry County to the south, and U.S. Routes 19 and 41 pass through its western part on the way to Atlanta and Griffin. Much of its housing is recent, and its storm record includes a tornado that damaged a whole subdivision.
About 73% of Lovejoy's occupied homes heat with electricity, by the 2020–2024 American Community Survey, against 24% on utility gas and about 1% on fuel oil. The median owner-occupied value is about $265,100, and close to half of all occupied homes are rented.
The city's 2024 stormwater program counts 586 catch basins, about 8.9 miles of storm pipe and only 0.6 miles of ditch. It also notes that Lovejoy has no listed impaired streams within city limits, and Chapter 20 of the city code, adopted October 19, 2020, holds the flood damage prevention rules.
Lovejoy covers about 2.6 square miles between Henry County to the south and the unincorporated community of Bonanza to the north. In 1979 former Georgia first lady Betty Talmadge bought what remained of the Hollywood set of Tara, the fictional plantation in Gone With the Wind, and brought it to Lovejoy. The 2020 Census counted 3,600 housing units in the city, 8.2% of them vacant, with a homeowner vacancy rate of 3.5% and a rental vacancy rate of 8.8%.
A tornado that began as an F2 near Atlanta Motor Speedway in Henry County was still rated F1 when it passed just east of Lovejoy. The Clayton County Emergency Management Director reported damage to 50 homes in the Kade Cove subdivision of Lovejoy, 20 of them with major structural damage.
Five days later, flooding was reported at several homes in Lovejoy, and Lovejoy Creek rose to 18.9 feet, the second-highest crest recorded at that gauge.
The Clayton County 911 Center reported lightning striking a home on Riviera Drive in Lovejoy.
On June 4, 1998, baseball-size hail was reported at Tara Beach. In February 2009 a storm dropped golf-ball hail along a line from just south of Jonesboro down to Lovejoy, and in March 2010 residents saw hail from dime to near-quarter size.
An amateur radio operator reported trees and a power line down on Tara Boulevard at Flicker Road in March 2005. Trees fell across Woolsey Road in July 2012, and in May 2015 they blocked Inman Road and Panhandle Road.
A tree came down at the intersection of Panhandle Road and Woolsey Road near the Fayette County line, one of several tree reports across the Jonesboro area that day.
Lovejoy homeowners: call (404) 913-3030 if you want help sorting out which page and which permit office applies.
Lovejoy's permits page says building permit applications and plans can be submitted at City Hall, 2296 Talmadge Road, or at the Community Development Department, 11714 Hastings Bridge Road, Suite D. All plans must also go to the Clayton County Fire Marshal's Office and the Clayton County Water Authority, and the city needs approval from both before it can issue a permit.
Building and civil applications are submitted with three hard copies of the plans and cannot be emailed. Other permit applications, such as electrical work, can be emailed to City Hall. Questions about permits and inspections go to permits@cityoflovejoy.com or (770) 471-2304.
The city states that if work is started before a permit is received, permit fees will be doubled.
About 80% of Lovejoy's roughly 4,056 housing units were built in 2000 or later, including about 12% since 2020, by Census survey estimates; the median year built is 2008. About 474 are mobile homes, and roughly 410 more are in buildings of 10 to 19 units.
Lovejoy's Engineering Department page says every civil project needs a Land Disturbance Permit application, and that the city's review takes about fifteen business days. If the property is larger than one acre, the civil plans also need approval from the Georgia Soil and Water Conservation Commission before the city will permit them. Paper plans can be dropped at City Hall from 8 a.m. to 4 p.m. or at Community Development from 9 a.m. to 2 p.m., Monday through Friday.
The city's permits page lists the paperwork for a building permit: business and state licenses for each contractor, a copy of the license holder's ID, a signed subcontractor affidavit, the completed application, three copies each of the house location plan and an approved house plan, a copy of the Notice of Intent, and proof of GSWCC approval. A Land Disturbance Permit costs $250, and each variance is $500. A homeowner who wants to attach a new fence to a neighbor's fence needs a letter of approval from that neighbor. Electrical, HVAC and plumbing applications each need the contractor's driver's license, state license and business license, plus a signed, notarized affidavit when someone other than the contractor picks up the approved permit.
